Well it wasn't really like a PSA. If anything it seemed more an excuse to have Patty move in... okay to be fair, I think most of the people that liked it would have liked it for the Maggie bits.
That said, they wasted a possible joke opportunity/callback by not having Patty's voice go back to 'normal'. I can't remember what episode it was but those two didn't always sound so gravely.

And I think the episode where it turned out that those two got gravelly voices from smoking was "Three Men and a Comic Book".
